A monastery worshipping Ulrir was ransacked by Kur the Red, and the surviving teacher Valavin saved the Chronicles of Ulrir;

Personality
Ulrir is a stoic figure, speaking in a measured manner;

Relations
Kethra is able to appeal to Ulrir about extending the stays of certain souls with her, but ultimately does not have as much jurisdiction as him;

In a strange grove of silvery trees, a woodsman stopped me to ask what business I had trespassing in his sacred grove. Upon questioning, he claimed to tend the fires that keep Kethra’s door open to this plane. It seems that he was Ulrir, in mortal form. He’d completely forgotten himself and was chopping wood for She Who Watches the Gate. I hope he will free himself from this toil. Light
The light that heralds Ulrir from his lamp is searing and all-encompassing, brought close enough;
You cannot see. You cannot speak or think. The light is too intense. It’s all around you. You feel as though you are not standing in a stone hall, but floating in a realm of cold fire. Darkness
Once Kethra is dismissed, Ulrir is able to open her iron gate and manipulate darkness into monstrous forms;
You look around and find that the iron gate at the end of the hall hangs open. An infinite void lies beyond. A cool breeze drifts into the hall. True Form
Once Kethra is dismissed, Ulrir assumes his full form;
Standing before you is a tall, thin figure in a long cloak. He holds a lantern that casts a familiar, piercing light, causing you to shield your eyes. You recognize him now. This is Ulrir, warden of wayward souls. - Tome of Encounters (RPA-TE)
Glass Spheres
Ulrir also possesses his own versions of Kethra's vessels that absorb the essences of those who have died;

Miscellaneous
Now and then, a soul or two will slip past Kethra's gates and lose themselves in aimless wandering through the planarverse. These unhappy few are found and returned to their homes by Ulrir, The Warden of Wayward Souls. Azema's new world violates the traditional boundaries between planes. From Ulrir's perspective, all souls who enter Ulos are lost and will someday need to be returned to other planes. He is here to find the ways of wandering to and from this world. - Dawn of Ulos (DoU)

Ulrir is first described as a faint light seen through the iron gate of Kethra's stone hallway;
At the end of the hall, you stare through the space between cold iron bars into a vast emptiness beyond. A pale speck of light hovers alone, deep in the void. - Tome of Encounters (RPA-TE)
As he approaches, she grows more and more fearful;
As you study your new marble, you notice the hallway is gradually growing brighter. The goddess nods sadly. “Won’t be long now,” she says as she and her hallway disappear.

Following the events of Brizoor Waal, if Ulrir collected your soul he will come to you in the night and return it to you;
One night as you lie awake in darkness, a distant light approaches. You recognize its piercing glare. The tall man in his green cloak soon stands over you, his lantern dangling above your head.

Discovering Ulrir's splitting maul at Goldbelly Mountain, you can feel the god's power flowing through the tool as you wield it. Many locals recognize the tool has once being his.
The Scrying Pool (GS-ADV7)

You face Ulrir at the scrying pool. You fall to your knees before him as you stare in awe. Placing his icy blue hand on your head, he offers you a blessing:
